As District Manager, Elaina Cobb manages the operations and maintenance of facilities and related services, covenant enforcement, architectural review and control, ownership and financial database management, budgeting, and the activities of the Board of Directors. On behalf of the district, she manages consultants, service vendors, contractors, and maintenance support personnel, while maintaining contracts, records, and governmental compliance.

In her role as Senior District Administrator, Ms. Cobb serves as an expert resource to the Management and Administration staff to ensure high-quality client services. She assures adequate and consistent training and quality control, enhances department resources and systems, and promotes teamwork and problem-solving.

Ms. Cobb’s governmental work began when she was a court clerk for the state of Colorado judicial branch in a felony violent crime courtroom. Before that, she spent nine years as a nightshift EMT, then became a 911 emergency dispatcher.

Ms. Cobb obtained her associate degree in criminal justice and business administration at Front Range Community College. She was also certified as an EMT and trained as a judicial paralegal for the state of Colorado.

A staunch supporter of community needs, Ms. Cobb participates annually in Santa Cops of Larimer County, which works to provide toys for children in need to enhance the relationship between children and law enforcement. She also volunteers with advocates of crime victims, assisting in getting them the help they need to move forward.

Ms. Cobb loves to travel, specifically to her favorite Italian restaurant in New York, where she can indulge in the best cannoli on Earth. She loves to snorkel, run, and backpack on her travels. On the weekends, you can find her entertaining and cooking for her family and friends—unless it’s football season and she’s attending a Broncos game, which this die-hard fan likes to do as often as possible.
